Can I the language of comment? Maybe within a conditional statement.

Sorry no, there is currently no way to extract the language associated with an ID3 comment. However, if all you want to do is change anything non standard to eng you can use an Adjust Comment for Apple App statement. The documentation for the statement explains how it works. The statement is the only method of changing the language.
