Apple seems to be bouncing preview notices on a regular basis on me.com and icloud.com accounts.

This is either due the email being interpreted as SPAM or that there is something ostensibly wrong with the account. (That's what the headers state). This only is happening on Apple email accounts.

If you feel that you're not getting the preview notices, reach out to us ... perhaps on a different account.
